Punitive measures in the war on drugs work. They just have to be much stricter. Singapore has proven what it takes to be successful in this area. America's war on drugs has mostly failed because law enforcement is trying to operate with both hands behind it's back. They simply don't have the legal tools to do their job. Drug addicts commit murder, theft, embezzlement, child abuse and neglect, and rape in very high numbers. They are an extreme danger and it takes extreme measures to stop them. But those measures work, as Singapore has proved. If you want the drug problem solved all you do is line up everyone in the country, pull out a hair and test it. If they are guilty and cooperate they get rehab. If not, capital punishment. Do that and in a decade you will have no drugs and will cut in half all other crime. It's warranted.</p>
